Celia Boswell is a past mayor of Mineola, Texas, and in that capacity championed transportation projects serving East Texas. Under her leadership Amtrak added Mineola as a scheduled stop twice daily. She also encouraged the completion of a highway safety route (FM564) around the city, which is now operational.

Ms. Boswell was appointed in October 2007 to serve on the board of directors of the North East Texas Regional Mobility Authority (NET RMA) representing Wood County.

A Fort Worth native, she graduated from the University of Texas at Austin. As a 25-year resident of Mineola, she has served on the boards of the Mineola Civic Center, the Mineola Library, Parks and Open Spaces, and Friends of the Nature Preserve. Ms. Boswell is a past Woman of the Year for the Mineola Chamber of Commerce and a recipient of Amtrak's President's Award and the American Hometown Leaders Award. In transportation she is a member of the Texas Eagle Marketing Performance Organization (TEMPO), the Wood County Rural Rail District and currently serves as Chairman of the East Texas Corridor Council and was a founder and past Chairman of the East Texas Corridor Council.

Ms. Boswell and her husband, State District Judge Tim Boswell, have three children and six grandchildren
